If it gets technical, I think the agency and the SW should communicate, kwim? I have wasted so much time trying to figure this stuff out on my own. :-/ But it's not the time, it's the emotion that is killing me! I just need a break.</description>

I am SO sorry you are dealing with this.

WTH with the agency? Are you completely attached to them or would you be willing to look into another? I bet a lot of agencies out there would waive the application fee if you explained what happened (ours doesn't even really have an application fee). The agency should be able to walk you through some of these things, especially with BCIS. Our agency was able to get us the direct office number of the lady in charge there after we missed our fingerprinting appointment. 

Usually the SW and the agency should be in communication. Ours aren't, but that's because we have been in almost daily communication with our agency and are sort of obsessive about every single step. 

It sounds like your agency is leaving you high and dry. Any qualified agency should be able to take over from this point and get your organized, and help you figure out all the legal/traveling issues. They should WANT to help you out. You SHOULDN'T have to do this yourself. The high fee for this adoption is also supposed to pay for the agency's assistance.</description>

They may be holding off to accept your application until they're sure they can be of service to you.  I'm not sure what else could be the issue. It just forsed to me to call them again the next day and have them repeat the info like some crazy lady.  :)
I can't imagine that the agency wouldn't be able to help you when it comes to the travel issue.  Have you tried talking to them?  Our agency has a great contact at the BCIS, she's been a big help when we have questions.
